I have found Federal Auction Service to be among the most unscrupulous auction houses out there. The only auctioneers I've found to have lower ethical standards would be Heritage Auctions Alberta Limited (license suspended in 2012). These people use all the tricks in the book, plus a few of their own with their shills, wildly inflated appraisals, misrepresentations of themselves and their merchandise, decoys (luxury lots that are meant to lure people to their auctions, with no intent to sell) as well as a few other tricks designed to deceive bidders. Barry O'Connell gets into more detail with just a few examples of schemes they have pulled off in the past, as well as some of the fines levied against them: http://oriental-rugs-persian-rugs.blogspot.ca/2009/03/avoid-short-notice-auctions.html Federal and Heritage Auctions are NOT sanctioned by any federal government; they are NOT members of the National Auctioneers Association; they are NOT members of the AAC; and they are NOT members of the Better Business Bureau. Their code of conduct is only their own. They take advantage of 'a lack of regulations' and count on 'buyers who are too embarrassed to come forward' in order to get away with their schemes. These auctioneers have been known to operate under several different business names, so beware of any short-notice auctions that give only one hour to preview. Buyer beware!
